I think you do not understand the meaning of the word "sandbagger." A sandbagger might lose to you deliberately in order to reduce his rating. However, losing to someone rated 500 points higher than you is not a good way to lose points. (He lost only 1 point from losing to you.)
You can look at a graph of most sandbaggers ratings history and see a sharp cliff drop from their previous rating. They seek to reduce their rating far enough so that they can get easy wins. You can see from your opponent's rating graph that that is not the case here. He has never been rated higher that he is now.
