It depends on the tournament Arbiter, this is not covered in the FIDE or USCF rules.
New question about advancing in tournaments
I was wondering specifically about tournaments here at Chess.com where a lot of these things are automated. If I withdraw someone from the tournament, does the 2nd place player become the 1st place and advance, or does the entire group get eliminated?
Only winners advance.
Example where player was removed
Dragonflye won Group 3 of 5: http://www.chess.com/tournaments/pairings.html?id=3324&round=1
and was removed: http://www.chess.com/tournaments/players.html?id=3324
Only 4 players, not 5, in the final round: http://www.chess.com/tournaments/pairings.html?id=3324&round=2
Example where player withdrew

then withdrew: http://www.chess.com/tournaments/players.html?id=3367
Only 9 players, not 10, in the next round: http://www.chess.com/tournaments/pairings.html?id=3367&round=2
Doesn't seem fair, if a player was removed for cheating then he never should have won thus making the next in line the winner
Withdrawing I can understand as the winner withdrew leaving a hole, at least it is fair to me anyway

In my Dark Knight Tournament, I had a player who didn't open according to the rules, and didn't resign from the game he defaulted in. He ended up winning the game he should have lost and that one game made the difference in him advancing rather than his opponent whom he should have resigned to. I was hoping that if I removed him from the tournament, the player who should have won that game would advance in his place. Unfortunately, that does not look like it would be the case, and there is no way to push the player into the 2nd round who should have been there in the 1st place.

Let's say that one particular group had completed their bunch of games, and 1 player was declared the winner of that group. However, this player was found to have broken the rules, and subsequently removed from the tournament before the next round began. Would the player in 2nd place then be allowed to advance when the next round started, or would he maintain an "eliminated" status?
