Entrants over rating limit

Having just joined the fast but not furious tournament with rating limit of 1600 I discover players in the 1600 & 1700s  what's going on ?  Does this happen all the time ?

They entered the tournement with a score below 1600 and won some games to get a score of 16xx.

ratings can change during the events.

If you enter an under-1600 tournament with a rating of 1590, but it hasn't started yet, and then your rating goes above 1600, and then the tournament starts, then you get kicked out.

At least this is my understanding.

This is how it used to be but there was a fix or a bug created recently so players, in member-created tournaments, are no longer automatically removed upon the start of the tournament.

Here is one recent example. In this tournament for players rated 1000 and under, RLacroix was at one time eligible to enter.

When the tournament started RLacroix's rating was 1046 but the player was not automatically removed.

I had a situation like that once, but the max rating was 1350. My last person to sign up was 1700+!!! How do you explain that?
