I'd suggest that the biggest upset is graded. So if a high ranked player loses to someone in an upset like fashion than that would beat out a medium ranked player losing to a beginner.

Hi all, I was just wondering how the biggest upset is determined in tournaments? I beat someone rated 700 points higher than me, albeit on time. However, someone beat another player by resignation, about 400 points higher, and is declared the winner of the biggest upset. (Also, in the second game, the ratings are 1500-1900, while the first game, the ratings are 775-1450).
