There's many reasons which are maybe some people playing when they're sick or tired, playing when they're supposed to be focused working, or maybe just simply tilting? Idk, there's too many reason for someone to hang their pieces, and even gm can hang theirs too, like Kasparov in 1987 world championship match against Anatoly Karpov at round 5 (i don't know if it hanging piece but in the article write by IM Sam Copeland he said so) Kasparov at move 37 as black blunder a rook.

It is not possible to prove cheating just by looking at games. Only when top-1 line is followed in long sequences in many games you can be 100% sure.
