If you report someone and they don't get banned could be for multiple reasons..
For being rude, that is highly unlikely to cause an account closure unless it's extreme or the player does it a lot. Most likely outcome is they are warned or can possibly receive a short mute.
Stalling is something that is automatically tracked and actioned.

In extreme cases an account can get closed but it's less likely
For cheating reports, if an account isn't closed in a couple of days then either
- There's insufficient evidence of unfair play
- There's no evidence of unfair play
