Does chess.com collaborate with FIDE for official events?

I'm not sure if this topic is supposed to go into this category but I just wanted to ask this question.

If FIDE does collaborate with chess.com on some events, why did FIDE decide to use Tornelo for the World University Online Chess Championship?

Tornelo is flawed in so many ways and I think all of us suffered playing on that horrendous platform, why don't they just use chess.com??

Tornelo is considered better for fairplay and despite its unappealing layout compared to chess.com it also has a more developed system of managing tournaments as it is just for chess tournaments and nothing else. Chess.com is not just for chess tournaments.
