College Chess
I think the best way to start is going to some place like the caffeteria with a board, and play with people who is interested on chess. Eventually there will be more than 1 board and you will have some list of contacts, sometimes organice tournaments between the playing people. Be careful with the money, preffer not to mix it with the club. So don't charge money, becouse the university maybe undestand the bad message. Still you can pass the hat for some cause, like getting a board or a clock (a wheithed plastic set is like 10 dollars, a board pat thing is like 6 dollars, the clock can goes from some 30 the mechanical ones, to some 60 or more the digital ones), try to leave that equipment on the university, for instance some secretary, the library, the same cafeteria even a locker with share keys will do, or the place where they make copys. And make sure players can get the equipment if they ask to borrow it.
So you start to promote the idea of meeting together, for example in a classroom that is not being used (there is always an empty classroom for a couple of hours), to study chess. Then you talk to the teachers you know are chess friendly and so, to see if the University will let you use 1 class room for a couple of hours.
At this point you pretty much have ready a chess club. As as mather of fact you can ready call it the chess club. I found a chess club near my house and all they do is meet in a starbuck and play chess.
Don't stop the playings at the caffeteria. keep bringing study material to the classes.
If you still have some time, then program activities. Like tournaments, simultaus, challenge other local clubs, have your people parcicipate in local tournaments... when going to this events, look to get more contacts, people who can help you out with donations for your club and stuff, also title players, chess journalist, even chess historians... the most people inside chess world you can get to contact the better. Remember when going to local tournaments, specially if organice by small clubs, to carry with you some boards and clock, if you have them, they maybe need it and they will appreciate you bring it.
Also try to get the university involve, for instance if they print some paper have them print some note about all this activities you are doing.
If you ready getting lots of stuff then consider helping out other clubs, like to get boards for some school or something like that.
Make sure whaever of all this you get to acomplish, it doesn't get lost when you leave. Have people with leadership involve in organicing and stuff, teachers usually last longer than studients. so have some of those teachers who like chess to be involve.
