You'll need money. Take the money and buy chess sets and chess clocks. Rent a place to play. Buy tables and a mini refrigerator. Buy or print chess pads to record moves. Buy pens and pencils. Print leaflets and distribute them in places where kids usually hang out. That should be a start.

Yes, you should go to some chess wholesaler and buy a number of tournament sets; you can get nylon ones for fairly cheap.
As for renting a space, that may not be necessary, if you can approach a school and talk about using their space for free. I guess becuase it's schoolkids a cafe would be a bad idea. Ask churches, and community centres, too. They may set aside some space, though they may charge a small fee.
Make sure that the boys know there will hot females in attendance. And make sure the young gentleman know that they can easily procure a girlfriend if they perform well in tense game situations.
But as Trysts said, advertising is huge. If people don't know about it, how can they possibly attend your delightful clinic?
Also make contacts with people from the schools so that perhaps they can do some advertising for you. You might even be able to sponsor an afterschool program utilizing the school's own facilities which would probably make a lot of your planning on when/where questions easier.
Hah, my typing sucks today. Anyway, it's the Philippines, they've got too many churches; may as well put some of them to good use. They can teach the kids kung fu and philosophy at the same time, so as to ward off any priests from molestations, mind or body.

Seriously, I teach chess in the school system and have organized chess classes. Start by getting a hold on simple single weighted tournament sets and vinyl boards. Don't worry about chess clocks until you get the club rolling. Find a location willing to donate space for the club to meet. Try a youth center if one is available. Once you get set up, determine the skill levels of the participants. What I do, is to break the students down into beginner, intermediate and advanced groups. I have another chess teacher with me who usually covers the beginners, for example. We create lesson plans and instructional sets based on observing a game or two.
One of the things I do is to give a short lecture based on a short game, such as a 21 move Paul Morphy game. I use a demonstration board and explain each move. We have weekly themes such as simple openings or tactics. Don't do a 60 move game or you'll end up losing your audience. Message me if you need further help with lesson planning etc.
