Are chess.com blitz/rapid/daily ratings equivalent to USCF ratings or are they inflated/deflated

chess.com starts at 1200 while otb starts at 100so i think its deflated so the points are worth less

A US Chess starting rating is based on the results of the initial tournament.  If everybody in the tournament is unrated then they are tentatively initialized to 50 times each player's age (capped at 1300).  A lot of initial ratings are in the 400 range for kids and around 1000 for adults but they can sometimes be over 2000 and somebody who lost all games in a first tournament might start at 100 (well, 101 if there were at least four games played in the event because of a somewhat involved calculation of the rating floors).  If a player has a FIDE rating then that is used to calculate the initial US Chess rating.

The US Chess calculation assumes that higher ratings are more stable and thus the rating swings (k-factor) goes down as the rating goes higher.  It also goes down for longer tournaments.  Then you include the proviso that an entire tournament is rated at once, not game by game or round by round, and that a strong performance can provide bonus points (to counteract the deflationary effect of a low-rated but fast improving junior or beginner being stronger than the rating that has lagged behind the increase in actual strength).

Seeing as the blitz and quick(rapid) ratings were explicitly singled out, there is a further issue in that many US Chess quick ratings were generated when kids played in tournaments that were dual-rated (rated in both the regular and quick system) and many of the players began concentrating on regular-rated-only events as they got stronger, with the result that many of the quick ratings are stale (based mostly on old events when the player was weaker).

The OP's question is much more involved than it might initially seem to be.

Thanks. Its good to know that my USCF rating will be at least 1600 if I work to get it up. 

i guess that USCF have different grandmasters from fide ? i dont know pls respond ? if so then can the USCF grandmasters be called FIDE grandmasters?

  I play  daily      2 or  3  games  to  the   computer  of   CHESS.COM..  I beat  him  always  at  level  7,  rarely  at  level  8  and  never  at    level  9 or  10.  My   question  is    what  is  its  strength  at   level 9,  and  10.

That's irrelevant and should be its own forums post, but Stockfish is rated like 3300. 

usually if you're younger you can play faster, so it might be a bit inflated. Blitz is usually the closest indicator of playing strength.

What about rapid?

Not deflated, inflated. Inflated is when they're worth less and deflated worth more

Chess.com ratings are generally more inflated at lower and higher levels (especially at higher levels, by which I mean >2100). This can be seen in the fact that titled players are rated much, much higher on chess.com than they are OTB.

PS Relatively new to Chess.com and my blitz rating is more than 100 pointes below my US Chess standard-time-control OTB rating. (picked up 100 points the first month, no games for two months, 50 points in the three games since).  Blitz play has been spotty but I've seen GMs miss a mate-in-one (both players) in a time pressure on-line ending.
