Well, maybe you are right but the total moves will exceed the required 3 moves or else it will end up in a stalemate. Example ; 1. Ra1 f7 2. Ke2 f8(Q)+ 3. KxQ stalemate or 2. Bxc6 dc6 3. Ke2 f8(Q)+ 3. KxQ stalemate.

I had already commented this move to 'froilan' . This will not lead to the required 3 moves. The first time i met this puzzle, i also saw this move and thought to be right one too, but i was wrong, and found out later the right solution.
Unfortunately, Ra1 is not good enough. After 1. Ra1 f7, white has no choice but to let the king out of the corner. If he plays 2. Kxf7 or tries to move the bishop to set up discovery then black is stalemated.

This is a good puzzle. The remarks about Ra1 are wrong. When froilan says pushing the king up, he obviously means to f2 not e2. But there is this anyway:
1. Ra1 Nd4 2. Kf2 Nc2 then the discovery (bishop moves) allows Nxa1
That isnt mate in 3 so the solution is correct. Thanks xalways!
