After Rh7,b7 is forced.It blocks the rook journey to a7 and you cannot mate on the second move.

b7 is an illegal move. Blacks pawns must move toward a1/b1.

Black pawns promote up and I am saying b7 after Rh7

Blacks pawns start from the 7th rank heading towards the 1st rank. They do not go back to the 7th rank. You have something turned around in your head. It happens. happy (look at the numbers on the board, you are viewing it from whites perspective)

You put up the board upside down. If you put up the board right, there is no Rh7 move, as the rook sits on a3.

There is a solution even with the board set up right, and it's more interesting.
