We just discussed that in the Endgame Study Forum. It is interesting when a player times out in a position where the game is about to end in checkmate in his favor. He then gets a draw from the arbiter because there is no way he could lose that game were it to be continued!
I was about to suggest this puzzle. You saved me the trouble of reading through several chess books to find it.
It is Stalemate because black has no moves and is not in checkmate
It is obviously not stalemate. It is white to move. Even if black was to move, black has 9 different legal moves.
