Is note taking required for dual rated 25+5 games?

I recently played an OTB tournament that is USCF dual rated at time control 25+5. The TD said that note taking was not required for people who didn't know how to do it. I ended playing games in which I was the only one taking notes and I felt like I was playing with a time handicap. I'm curious if the TD's decision is right according to USCF regulations?

People who do not know how to keep score can be excused from it at the TD's discretion. That's true.

If you weren't aware, both players can stop keeping score once one player's time goes below five minutes (assuming the increment or delay is less than 30 seconds).
