It is a new rule in live chat that free members can only talk once per 30 seconds.  This rule was put in place because unfortunately a small number of people were ruining the experience for the rest of the community by spamming or being rude/disrespectful.  This new rule makes it easier for moderators to maintain a clean, family-friendly environment for everyone.

Also it should be noted that private chat for free members is not limited, only public comments.
