If, on review, they determine that the ban was incorrect, the account will be reopened. I strongly recommend that you do not do this if you were in fact cheating; the fair play systems are highly sophisticated and you will not deceive them if you were in fact cheating.
Your other option is to confess and ask for permission to have a second chance in a new account.
