If the account was closed, it's likely gone (not stored), & all data deleted. In that case you can just create a new one with same username (if available). If you want to recover/restore the account with data & settings, you need to send support email to chess.com to see if possible & available. Ask if they can recover/restore account with last data & settings (games history, ratings, friends, etc.). The user account does depend on the email account/address used to create, you may need to use the same email account to process, or at least provide the email address. Unless support will allow changing to another email account/address. Ask if they can, if you prefer using another email account/address with same chess.com account.

chess.com saving user account data, even for deleted/removed accounts, so user account & data can be restored/recovered, is awesomely excellent! Another example of what an excellent service they are overall.
(Most services that have user accounts don't save user account data after account deletion. Or they have a temporary time period before data deleted permanently. So account data usually unrecoverable. Always worth inquiry in case possible.)
If chess.com closed the account, you would need to contact support, and it would depend on why they closed the account.

If you closed an account, only support can help you reopen it. If the site closed it, the it depends on the reason. Some closure reasons are never reopened.
