A lot of reports for nonsense is being sent and I guess they cannot properly review everything and ban all abusers.

There are a lot of ways that people can insult other users, even in a polite or passive-aggressive way, irony is a great tool for most users nowadays so they cant get banned. Hopefully chess.com will incorporate smart AI scan/search in comments, forums and messages and be better than the current ban mechanisms

I've been called a "monkey" by people from Spanish-speaking countries, and they suffer discrimination too, I think there are a lot of Hispanics who think they are white, but they are Mixed like me lol

generally suffer from racism from people from very poor countries I think they use racism because they want to feel superior to something they invented in their heads

that's messed up and its uncalled for,,, however,, that is not racism. i hope that you understand why and how it's different. If you dont understand the difference, then that person wasnt totally wrong about the essence of your worldview. although, based on how you told the story, it sounds like they wouldn't have any way of knowing that.
