USCF is 2000- 2199 expert level and fide is 2200. Anyone who can get at 2000 uscf or 2000 fide deserved respect, its extremely difficult to get such a rating. I think fide is ridiculous, a 2200 elo is master level, eventually a player at 2200 fide drop below 2200 elo and he really was an expert; you rarely meet a CM rated above 2200 fide for a long time. When I meet a 2000 fide, for me he is an expert.
If you are talking about FIDE titles, then for CM you just have to have a rating of 2200, and for FM a rating of 2300. No norms or anything. I'm not sure about the USCF titles, I only know that you need 2200 for the NM title.

nope, never really have seen a low rated CM....... but I have seen a 2600 IM

Very sad, 1400 there not much fear from such a low rating. In my chess club everyone and children want to play against the experts and hopefully beat one.
CM and FM can be achieved by winning a Junior Event.
Will such a junior CM keep his/her title for many years? Could that explain low rating today? I encountered a CM rated 1576: https://www.chess.com/member/simeontodev
No reason to disrespect a person who, let's say, haven't played chess the last 20 years, but the title is a bit confusing with that kind of rating.

I have been trying to find out how people become CMs (Candidate Masters), and I couldn't find the requirements anywhere. Does anyone know? I know how norms and ratings work for GMs and IMs, but couldn't find anything on CMs.
