Yes that account has 65535 puzzle rating. 

There is at least one guy above 10000 that has memorized almost all of the puzzles (except the new ones), but there are some cheaters at the top too (admitted cheaters actually). Thus, puzzle rating is not the best indicator of true strength (chess.com has no way of stopping cheating here). 

There is actually a shortage of puzzles rated >3000. 

Looks like he triggered an integer overflow on chess.com. That's a special number on computers: https://en.wikipedia.org/wiki/Integer_overflow#Origin

some people are good enough that they cant make puzzles hard enough to stop them from raising thier puzzle ratings.

Some people memorize the puzzles to gain an absurd puzzle rating. They aren't particularly good at chess or anything, and some of them do cheat, but there are people who get insane rating legitimately.

The highest non-cheater puzzle rating is 20k
