That was removed. The site is deploying code to automatically theme puzzles and fix ones with incorrect themes.
Ah! Ok. That explains it. I bet you are getting many asking this question ... 
So if a puzzle is missing a theme, is there still any way to request it to be added?
It is really sad that this option is removed. This was a little contribution which anyone could do. The main problem is puzzles with no themes (it shows All Themes for them). A lot of puzzles are themeless. I hope this issue is resolved as soon as possible. Till then I suppose we'll have write themes into the comments.

The site is working on automatically assigning themes and cleaning up bad themes from puzzles. The ability for everyone to add themes ended up in a situation where a lot of themes were added to them that had nothing to do with the tactic and sometimes were completely wrong.
