In OTB tournaments, opponent resigns then claims draw was agreed.

Yes. And what happens if they lie afterwards and claim they never said that? How is that countered? One player has the game marked as a draw; the other as a resignation. Do you ask them to record the loss on their sheet before they stop the clock?..
