How long would you consider playing before giving up if you can't get to 800? Or 1300?

That depends on you and how seriously you take chess. In your last game, a ten minute rapid, you hung your queen on move 15, after a β€žthinkβ€œ of 9 seconds (you still had 7:30 left). Just with the right mindset you can eliminate such things, and make a huge jump. At your level, it should take more than nine seconds to even grasp what the opponent is doing with their move, never mind deciding on your own move.

Yes, that's why I am bad. I do it every game. I blunder something stupid. I've done it for years, thousands of games. I can't get good at the game.

Could you use an engine, a computer program, a bot on here, etc., as an opponent with a typical rapid game time so you can train yourself in taking a few seconds more thinking before moving?

I don't know. I've done 4,000 of these games. Bots, people. It doesn't matter. I am horrible. I hate this game.

I have to say, thank you. This was great advice. Just burning through a bunch of timed games with bots has made a difference - I've won 70 percent of my games in the last week. Immediate improvement, thanks to you and your comment!
