I am not located in the US. I've phone a local chess club, and they said to contact the US chess federation about getting one. I told told by others here that it would be free, but the US chess federation appears to be a paid thing.
If you're living in another country, get in touch with the federation or club of your local place of residence.
FIDE is international : you don't need to play in US tournaments to get a FIDE rating.
How to join FIDE?
Get in touch with http://www.aicf.in/ and look for FIDE-rated events in your country. When you compete in a couple of them, you'll get a FIDE rating.

Right now I'm playing a 9-round tournament, which counts for FIDE. However, I don't have FIDE profil or whatever it is. Is there a membership or something? Or will I get it anyway?
If I'm not wrong, actually you need to play 9 games in official events against 9 FIDE-rated players.
Duh... Not all players are FIDE rated there. :/

I got a FIDE standard rating after 2 FIDE rated tournaments with 2-3 games against FIDE rated players in one and a couple in the other. I never applied or anything, if the tournament is FIDE rated and you have a national ID it should work automatically.

Just join the USCF. You will then need to request for them to submit a request to FIDE to get an ID there.

Just select FIDE issue and fill out the rest of the form with the pertinent details.

That is the newest way it can be done, though, unless you are planning on playing on that site, probably not worth it and best to do it via your national federation.
