I have seem numerous people say it's possible to purchase this title while some say it isn't. but I want it confirmed.
My fide rating isn't 2200 So no confusion.

No, you can't buy it. You have to play in OTB regular rated FIDE tournaments and get a 2200+ rating.

When people say you can buy it, I think they mean that once you obtain the title, there is a fee you have to pay.
No but you can basically buy NM if you live in America because USCF sucks
