I think a player constantly trying to improve is good, but I would not say that others are bad for being stuck at an Elo or not playing chess.

"Bad" is a subjective description. To say that 90% of all players on chess.com seems very harsh, but it all depends what you are comparing them to.
I like to think that I am not a bad player but I definitely have days when I am.
Only thing that matters is that you don’t have blunders, mistakes, and misses in most games then you’re pretty good.
"Blunders, mistakes, and misses" are not even a real thing. Those are only used by chess.com for their dumb "Game review".
Also, every chess player makes mistakes in almost every game. Very very occasionally some masters play a perfect game, but that's incredibly rare.
