So in other words, the justice system in Russia is just as bad as ours here in the United States.

She should be banned from FIDE outright! What she did, whether she knows it or not, was attempted murder! Mercury poisoning can be deadly, and the camera shows it. See any of many videos on the internet from August.

Yes, she was the one that was smearing the mercury poisoning on the White pieces of the board that her rival was about to play on (I presume she must have had White that round). That could have killed her, just via inhalation of the poison.
