If the point is him playing against 2000s+ on cc, then I simply don't see the point. Why not just work up the rating ladder slowly? It is objectively better to play people your level and work your way up, rather then attempting to jump across the gaps.
Though that's just my personal opinion, perhaps he will benefit from it after all.
I think he's just looking for slightly higher rated players to play against as training for a tourney, based on what the OP says.

Just get into the 3000 ratings (preverbly blitz) and you'll get there eventually...easier said than done but that's how you do it...

It's harder than you think besides you can kind of understand moves that an opponent makes even if they are 400+ poits higher sometimes you can't just beat the same rating over and over you actually have to be at people who are just as good or better

I worked up the rating ladder myself. Besides, the point of climbing the rating ladder is to play against people higher rated by increasing your own rating. So I don't quite get the point you are trying to convey...
Not to mention without the 2000s acting as a coach and explain their ideas, I highly doubt one at the level of 1500-1600 can see the deeper ideas. Though once again, that's just me.
