A bit of a crazy question on illegal moves in tournaments

only the person playing can claim but if the oppenent said he did not, i think you can be a witness, btw what is your name irl
So I had a random thought come into my mind recently. Let's say you're in a chess tournament and you are spectating a game while waiting for your opponent to move. Then, one of the players that you are spectating plays an illegal move and none of them see it somehow. Are you able to call the arbiter and report the illegal move even if you aren't playing their game?
