i dont think you because its uscf rating required unless you can somehow play them in india. But im pretty sure you can get the fide candidate master title for 2000 rating.
Go to US, get membership and get a 2200 rating. But I don't think you have a chance OP. You are merely a 1700 rapid.

India doesn't have a NM title afaik. A couple of countries discontinued this title as they regard it as obsolete. You could try to get Candidate Master (CM, 2200 FIDE, no norms) or FIDE Master (FM, 2300 FIDE, no norms) if you think you absolutely need a title. There should be plenty of FIDE rated tournaments you can attend in India.
