I am searching for a draw puzzle by Leonid Kubbel where in the end position, white is down a queen but has a fortress. Can someone help me find it? Thanks in advance.

Whoops! I was wrong. The puzzle that I referred to was made by Vitaly Chekhover and looks like this:

and white has a fortress.

Because black's queen has so many infiltration points, but white can handle it, as in the link above.

Are all puzzles about winning? In the starting position white's position is seemingly hopeless, with no tactics going on. Of course white just wants a draw.

Did you just check with Stockfish? Yes, I know that Stockfish says black is winning, but sometimes it's wrong, like here:

Stockfish will say that black wins, but apparently that's not the case. In the puzzle, white holds a draw. And if you don't believe me, just let Stockfish play it out against itself. Eventually, it will repeat moves or get a draw by the 50-move rule.
