My question, Is I wanted to know who had the highest peak rating ever on chess.com and OTB. The reason I ask is because I think Rapid isn't played much at high level
Well in OTB, Magnus Carlsen. But in Rapid I'm not entirely sure.

Fabiano after all he has been over 3000+ in rapid on chess com whereas Magnus and hikaru peaked at 2970+ and 2950+ respectively
