I've noticed that lots of players on this site have timed out in a lot of their games. True, they forget to use their vacation days (1 month 9 days per calender year), but it's also true that they can't find computer access to turn it on. Last time I checked, you also can't use your vacation when you have at least one game where it's your move (to prevent abuse). However, premium members can do that when they're low on time.

I suggest that everyone should have the option of timing out an opponent. When an opponent runs out of time in a game, the player not in time trouble should recieve an alert. It should say "Would you like to claim this timeout win?". If they click the Yes button, they will win by move timeout. If they click the No button, there won't be another alert again for the move. However, you cannot do anything else on the site until you choose.
To sum this up, a player can take a timeout win, or wait until the next move to get another chance to. You must choose before you can do anything else on this site.
