It's still there. However, the member's privacy settings may keep you from seeing them.
Old feature: leave a note on someone's profile

Some people left mean spirited notes and it upset some of the recipients greatly .

I loved those angry messages, this is actually what I miss so I don't mind. But I haven't been left one in 9 years.
