live game time-out

I would like there to be a 15 minute maximum per single move during a live game.  I intend to play game/90 minutes time control.  I dont want to have my opponent abandon the game and then me sit there for the rest of the time control.

 I disagree, i don't think it is fair to force a guy to move within 15 min. it is his time and if he needs to use say 45 to 75 min. for a move then it is his choice. I really have nothing in this since i don't play live chess on the internet due to the fact i usually don't have that much time to commit to a game in the same sitting just my opinion.

I think a better idea would be to make every users timeouts clearly visible, I think that would motivate people to forfeit instead of just leaving the game.

Well, there is a fault in this suggestion. I intend to play 90 minute with 5 second increment in the live chess. When playing this time control I remember taking more than 15 minutes for one move in a very critical position. So of course forfeiting me for thinking for an extended period of time cannot be fair. Even when you watch GM games with classical time controls they take longer than 15 minutes a move many times.
