I am 12y/o, and just started to take chess seriously, am i too late

Too late for what? First of all, you have to have a natural talent for the game to get really good, e.g., NM, IM or a GM. Secondly, most of these strong players started younger than you. There have been a few exceptions, of course, but keep playing for the enjoyment of the game and perhaps your destiny will be one of those top players!

Rubinstein didn't learn to play chess until he was 14 years old. Even though he didn't get a chance to play for the world championship due to circumstances, he is considered by many to have been the strongest player in the world 1912 - 1914.

The difference between players today and players pre-internet is that the near infinite accessibility to information means that many, many more people will get to each rating level than 100 years ago. As a result, the path to 2500 requires not just beating other 2500 players. It also means beating all the other players who are 2500 and climbing - people whose 2500 rating doesn't reflect their true strength. It is a much more difficult task, and realistically, getting a GM title after age 27 or so becomes more challenging as that is the age when learning gets harder and forgetting becomes easier.

As for the issue of "talent", whatever that is, that might be a problem with our OP. Lots of kids come here and say "I'm 12 years old and 1500, can I become..." and the answer is yes, you can, if you are willing to completely abandon your life and put everything into the study of chess. A rating of 1500 is a reasonably good indicator that a person clicks with chess at some advanced level. Then, for that person, it might happen. Our OP here I think is playing at about a 200 level, the last time I checked, after having played for several years. So he may be one of those people whose minds just don't fit with chess. For him, 10 years of intense study might only get him to 1800 or so.

So for him, I'm skeptical.

I learned what chess was at 4 and started playing at 5 now I’m 12 I’m not the greatest but I’m the greatest in my family my puzzle rating in sub 1000 peak was like 1200

no, no, no that is so wrong. Books don't make you better. It is just a short-term shortcut. I mean it helps but you don't have to memorize it. Just play lots of games and get lots of feedback (analysis). This way, in any position you will have an idea on what to do. It's like saying "You should memorize books on how to play basketball." No you just learn some moves and try them out. Your not spending 4 hours on reading the book and 1 hour training. Practice is the best way to improve in my opinion.

same but my peak over the board is like 2050 I just practiced a lot

Same thing I learnt chess actually when I was 5 and left chess because I didn't know how knight moved. But now I started back chess at 12 years and my goal is to improve myself as much as I can and try for world championship. My main goal is to achieve 2700 rating in fide and gm title

i started at 12 as a 900 and now im 2200 and aiming to be a GM so i think its ok to start at 12.
