I am 12y/o, and just started to take chess seriously, am i too late

You are so late. I lost to a six year old last year. Of course, you could probably beat me at twelve. But it's not the same as beating me at six.

Depends what your goals are. If you are trying to become a top 10 player, then maybe you're too late. However, you could still become a very strong master player, maybe even grandmaster if you put in enough time. I started when I was 18 and by the time I was 21 I had gone from being 800 rated to 2000.

I learnt chess when i was 5 , then never stopped. I want to acheive CM at least before i go to MIT as it is for my cat

It might be a bit late for GM, but I don't think it is too late for NM (2200).

You may have missed his nationality. It's only in the U.S. that you have to sell two kidneys and a liver to afford a four-year degree. In Australia it's pretty normal for smart 12 year olds to expect to go to university, and for it to be affordable.

There is nothing wrong in planning early, I myself am 13 and already have my goals set.

You shouldn't think of what you can be. You should only play chess a lot if you adore playing chess! Then, it is not hard work, it is fun. And you will see what happens later. Many people can give you ideas how to start, how to get to certain levels. I played a lot when I young, then came work and family, but I still play blitz when I have time (for example when I travel to work) and teach chess for one young player (rating about 1400)
