It's possible. 1. Go to your desktop (the screen where you start after you login to your pc). 2. rightclick on an empty space and go to new > shortcut. 3. In the first screen type https://www.chess.com . 4. In the second screen, type Chess. 5. After the shortcut is created, click it with the rightmouse button and choose properties. 6. Change the icon to your your preferance just so it's not the same as any other icon on your desktop. 7. You now have Chess.com for Windows. I have helped people who had similar questions.

i just bought a program for learning chess. The online web-based browser version will not allow me to import the PGNs. Any ideas?

What program are you talking about that won't let you import PGNs?

Chess.com certainly will.

Okay I will make everything clear. I found the way to do it fr. So you go to the chess.com and then you go on the tree dot menu(under the "close" google button. Above the "more tools" you actually have "Save this page" and you press it and you go "Install Chess" it immediately launch the app and you will have that on the desktop. Reply if you need something else.

That's still just the website, not really an app.
