It's certainly not illegal, what law exactly is being broken?

Maybe it's against ToS, I dont care. So what if a kid streams?

If you want to be a tattletale then send a report to Twitch, don't whine here, 12 year old.

I think you're just jealous that another kid's parents let them do something your parents won't let you do.

Go play some chess and stop pretending to be concerned

Alright I'll just jump into his stream and start cursing, or start cursing in his discord server. What will he do then? Huh? There's a freaking reason why they have the limit of 13 years old. smh ur a young adult with no common sense

AnatolyKarpark

I'm not having an extended conversation with a child.

Run along and play

Yes, it is illegal, as has already been said many times. Don’t spew misinformation about something you don’t know.

What law? The Children’s Online Privacy Protection Act.

AnatolyKarpark
The Children's Online Privacy Protection Act does not make it illegal for a 10 year old to stream on Twitch with parental consent. What the act does is to limit the data that companies can collect about kids, without specific parental consent.

Yes, as a qualified high school teacher, I thought I'd better check that I was right, like a grown up.

COPPA makes it illegal to collect, store, or disclose the personal information of any child under the age of 13 without verifiable parental consent. Personal information is defined by COPPA as a first and last name, a username, a picture, video, or sound file that contains the child's face or voice, a social security number, geolocation, telephone number, address, or online contact information. If such information is collected from a user identified as under 13 years of age then effort must be immediately made to delete such information and

Since this is impossible to do for a website such as Twitch, a website that subsists almost entirely off of tracking their user's demographics and habits for the purposes of advertisement and operates entirely as an entity whose sole purpose is to publish the user's personal information to the public, it is illegal for Twitch to allow children to use their website.

This is why Twitch bans them immediately upon it being revealed to them that a user is under the age of 13.

Well, you were still wrong.

"without verifiable parental consent"

So it's not illegal, its a violation of Twitch's ToS, like I said

It is against their TOS specifically because it is illegal. Because, on websites such as Twitch, it is impossible to reasonably follow COPPA guidelines.

AnatolyKarpark

With parental consent it's not illegal.

Read the sentence without the negation.

Original "COPPA makes it illegal to collect, store, or disclose the personal information of any child under the age of 13 without verifiable parental consent. Personal information is defined by COPPA as ..."

Rewritten: With verifiable parental consent it is legal to collect, store, or disclose the personal information of any child under the age of 13. Personal information is defined by COPPA as ..."

I dont care if it's against Twitch's ToS, why would I?

I see your point that while declining to collect, store etc such data from a small subset of users is practically impossible for Twitch (or whatever platform), it would be possible for them to have some kind of proof of parental permission though.

Anyway, my point was that kiddo can snitch on his little buddy if he wants, but he shouldnt be whining here, pretending to be concerned about the swearing etc.

I like the idea of young kids using creativity to make money, but twitch, youtube and other similar things are not a good thing for young kids to get into too early.  I think kids are being exposed to way too much adult type things at too early of an age and I do believe it negatively affects their social and psychological development.  There are some just plain hateful, sadistic trolls out there that they should not have to deal with at a very young age.  Unfortunately, it is very difficult to control what kids see or do online so parents have to be good gatekeepers at least while the kids are in the house.  That gets thrown out the window when they go to school or hang out with their friends.  It is a shame because kids really don't get to be kids anymore.

Agreed with Pat and Antirrhinum, this type of activity at a very young age is restricted in many circumstances for a reason, and should be discouraged until maturity is further developed. I didn't get my degree in psychology, but I learned enough back in school to know that prolonged exposure to these platforms can have a negative impact on the brain, even more so in youth. Knowing this, the government and private organizations set up these policies to protect young kids from this, meaning that if it's not specifically "illegal" by law, it's restricted by that platform and therefore "illegal" in the eyes of the organization.

And also to recall previous posts, platforms like twitch show other accounts of that user on other platforms, and could be a privacy hazard
