ratings maybe better than listed?

Im starting to get the impression many here hovering up and down around 200 to 300+ are really better than that, ive watched some 800 games, I dont see a big difference in plays to what I (on a good day) do, or many of my opponents who have beat me have done. My thought was, if its possible there are many of us stuck down here due to previous loses and with decent talent down here is it too hard to win so many games consecutively to really climb that ladder.
