The general agreement made by people who actually know is that top three have been Magnus Carlson, Garry Kasparov and Bobby Fischer but even then some people say Cabablanca or Karpov or morphy or several others should be in that list. The truth Is that each famous chess player has their own records,titles and statistics and it is very hard to value some above others, especially when most of them have never even played each other! If there is one thing to say about Magnus it is that he is one of the greatest of all time and definitely the greatest right now

Magnus Carlsen is the best! Because he’s not so ‘inventious’/ creative as like Fischer, but not as ‘defensive’ as Karpov. He’s not such an attacker as like Kasparov it as ‘’agressive’ as Spassky, but not such an endgame player to the extent of like Capablanca (almost, Magnus is an incredible endgame player)just comparison. Instead he combines al these caracteristics into one. Then he studies it and there is no fase of the game he isn’t good in, that makes him hard to beat and an excellent player. So: greatest player of all time, just because of his temperance and brilliance in ALL parts of the game opening middel game and end game!

While they are all undoubtedly very good players, none could be classed as ' best ever' or 'greatest of all time until the end of time. So this is a moot point.

But of course Tal said that way back when. It depends on the year he said it because it was likely pre Fischer, Karpov, Kasparov, Carlsen, etc.
