Is Magnus Carlsen still best in the world?

The answer is... although he is not The World Champion, he still has the highest elo than anyone else in the world in classical chess. He still shows levels of skill and knowledge above his other GM counterparts. So even though he doesn't hold the championship, he is still the best in the world. At least for now.

The World Champion and the Best in the World are two different things and may well be different persons.

Well if you want to be the best in the world you have to show your commitment to the game and clearly Carlsen is 100% capable of defeating Ding or Nepo in the World Championship but he doesn't want to play in the WCC so in my opinion I think Ding is the worlds best Chess player as of now.
