I don't mind sending a friend request, but as others alluded too: you are excluding people by requiring they be over 1400. It might just be because you want higher rated friends to help you with your chess, but specifying a rating and excluding the rest comes across as selfish.
If you won't friend people under 1400 (or under you for that matter), then why would anyone higher want to friend you, or help you?
