I think the rough estimate is uscf = fide +100.

So what you really want is a USCF-to-Fide conversion, not the other way around. I'd think Fide would have to determine the conversion factor. Since I don't give a flip about anything related to Fide, good luck with that task.

This is an old wives' tale that just won't die. It's not true for ratings under about 2100. I've mentioned this before numerous times. Look up the scatter plot from Glickman's site.

At least for U2200, from what I've seen (and for myself), the two ratings are very close.

As you can see, the data points ARE scattered...So the relationship can't necessarily be assumed to be accurate for any one person.
I'll have to look when I have the rulebook in front of me but the USCF has a conversion formula that gets used when a player has a FIDE rating but no USCF rating.
The USCF provides three possible conversions from FIDE to USCF.
- USCF = FIDE + 50
- USCF = 0.895 (FIDE) + 367
- USCF = FIDE + 100
There is a bit of additional explanation, that I won't fully transcribe, but the 1st is an average conversion and 50% of the time the FIDE player will be stronger than the converted rating. The 2nd suggest the player will be stronger than the converted rating only 10% of the time. The 3rd suggests it is more equitable to established USCF players/ratings and doesn't "compromise the integrity of the FIDE player's strength...."
I haven't looked at the rule book, but Mark Glickman's site has a pdf of the current USCF rating specs, effective as of June 1, 2015.

Again, I have no idea what formula might be used to go from a USCF rating to a FIDE rating.
I haven't looked at the rule book ....
What I posted was from the 6th Edition rulebook and what gets used for generating ratings for pairing purposes. What you provided is what is most likely being used in the actual rating calculations.
