Did Kramnik cheat at the 2006 world championship against Topslov?
I suspect he did, but that's irrelevant. There's no way to prove that he cheated so we have to treat him with the assumption he didn't.
Regardless of what he may say, I do think that Topalov to this day believes that Kramnik cheated but probably won't explicitly say that now since they are on bad terms anyway this would just increase tensions.
Your blog only allotted one brief paragraph to the controversy. To properly cover this issue, I would have expected pages of discussion and numerous links.

Kramnik's poor health at the time is well documented, necessitating frequent use of the facilities. Topalov's "ethnic" issues are also well documented. The non-story is 13 years old. Why bring it up all over again, if not to attract attention to oneself.

I initially thought that Vladimir Kramnik would not do any cheating, because he seemed to be a mild-mannered and decent guy, but after the craziness that has come from him recently in terms of him accusing lots of players of cheating...and the big ego and bad behaviour he seems to be showing...now I think that V.Kramnik may have cheated somewhere in his chess career. Also, there were cables found in the toilet, but I am not sure if it is possible to cheat using those cables. In those days, the chess computers weren't as powerful like the current ones, but they were still useful and available. And smartphones weren't invented at that time...most people had the button phones (like the brick Nokias) or flip phones (like the oldschool noughties Motorola Razr). It may even be the case that Mr. Topalov has cheated in some other chess games in the past. Maybe a lot of cheating goes on in chess that has not been uncovered yet, even at the highest levels of chess.
The only person who cheated in 2006 was Topalov, who was sanctioned by the FIDE Ethics Committee for the way he handled it, with a warning that he'd be suspended if the behavior was repeated.
Topalov not only went over the heads of the tournament committee, and tried to settle his dispute in the court of public opinion, he accused the FIDE President of being in on a conspiracy against him. (That last is probably what got him).
Condemnation of Topalov was the only time in anyone's memory that Karpov and Korchnoi agreed with each other on an issue.

Kramnik used the restroom a lot, however in continental europe the "restroom" includes the area where you actually... "rest". It is not unusual for chess players to move about several times during a single game, Kramnik also used the restroom to smoke, something he was apparently hiding from his wife. I would assume they had some checks, not sure if they would have had a camera in the toilet, there weren't strong computers on smart phones like there is now. I think Topalov even said the KGB was physically threatening him at one point - so I don't know if he cheated or not but we have to give the Topalov his equal right to be a deranged paranoid psychopath as much as all the other chess greats.

I suspect that you don't suspect it at all, and are just saying that for some reason. It's impossible to use computer assistance without a computer, and we know he didn't have one. If he did, he wouldn't have missed the win in Game 3.
FIDE was on Topalov's side, not Kramnik's Topalov was the FIDE Champion. They tried to avoid the match altogether until they found that few would accept Topalov as World Champion without it. The day after winning San Luis, Topalov was talking about how much he wanted to play Kramnik, until somebody gave him a good talking to, and he flip-flopped a couple of days later.
