I'd guess they use the same rule as FIDE, that a player that hasn't played a rated game in a one year period falls out of the list. Xie Jun played her latest rated game in 2007 and her last appearance on the rating list was in October 2008.

Since this problem came to me in relation to unrestricted women grandmasters, I have to note that on 2700chess.com's women's live toplist all but two players are unrestricted grandmasters ( GM ). Khotenashvili is an unrestricted international master ( IM ). The only player who has no unrestricted title is Ju Wenjun ( WGM ).
When compiling the list of unrestricted women grandmasters I hit upon GM Xie Jun who has quite a high rating ( 2574 ):
