My first thought is you should contact the United States Chess Federation. I am certain they can give you some good pointers on how to start a chess club.
Your biggest problems will be in attracting members/players; advertising the club; materials and playing location. A community centre would be a good start given they provide rooms free of charge (if I understand correctly).
