Just ask everybody if they're interested.

Then look for a place with tables, parking, AND a restroom.  Maybe your church can provide some table space for free?

If not, you might have to look for a cafe or resturant to meet in.  Of course, don't make your meeting times during peak bussness hours if you do meet at a cafe/resturant.

Official instructions for starting a chess club:

(note that in order to read these instructions, you must submit form 603-R and pay a $62 filing fee)

Receive Form 630-A from your local USCF branch office. Form 630-A must be filled out by the one who wishes to be Club Manager, signed by the provider of the chess boards you are to use, and approved by a Council of 47 Grandmasters and 85 National Masters. Submit form 630-A to the nearest Appeals Court of FIDE and pay a $186.06 processing charge entirely in pennies. Said pennies must be completely clean prior to the submission of form 630-A, otherwise you must file form 431-C, of which you can find more information elsewhere. Upon submitting form 630-A, you are required to play a blindfold simul against the jury. How many games you win will determine your chess club's authority level in the CORB Congress. After that, you may file form 879-B to the Chinese Postal Service. You must wait approximately 4 years while the form is being processed. After that, the grounds upon which your chess club is to be located must be blessed by the High Priest of Caissa. Then you are required to pay a holy water fee equal to the difference between your FIDE and USCF ratings divided by the amount of squirrels within that number of miles of your club location, but in nickels this time. After that, you shall receive a Chess Club Permit, which allows you to play 5 games of chess. After you have played those 5 games, you must pay a $93.085 Permit Expiration Fine entirely in hay-pennies and file for a new Chess Club Permit. Have fun!

But, I didn't know about the squirrels? You really did your homework.

In Norway we contact our National Chess Union, they know how and they know if there's alreaddy a chess club next door. A nearby chess club can be an alternative, or a friendship club that you can co-operate with!

I'm sure you have something like that in US too.
