You could advertise locally (ie local paper etc ) or if you play against friends,ask them/him/her if they wold be interested in organising a club.
There is, of course, the matter of aquiring a meeting place in which to hold your function.
After a while a reasonable donation could be charged if you are to pay rent at your venue.
One's own home would be a cheap way to start your club as well as injecting a social atmosphere.

I was thinking about that, cauze in Latvia we limited clubs, but from my point of view I'm not good enough to be as coach.
To start a club does not mean that you have to become a coach, make it a social ocassion to begin with then build on that foundation. I do teach chess to absolute beginners here in the UK, through a Day Center that I am a member of,some people at the Center regard it as a club, but in actual fact it is a Chess Class.
I would be interested in knowing how long that you have been playing.
You are a member of a excellent chess site at Chess.com,they have supurb training facilities to assist you in becoming a stronger player, take advantage of them.
I am not as strong a player as I would like to be but I have enough knowledge of the game to be able to teach absolute beginners which I do find rewarding.

According to the USCF there are 3 active, non-scholastic, clubs in Indianapolis. Though, one of those doesn't have anything listed for club meetings.
