how is Benko on the same level as the Englund gambit in Hikaru's list

Hikaru's list is for beginners. They said the Benko is one of those openings that isn't great for beginners but starts to become more effective in the 2000 range. The Englund has simple traps that beginners can definitely execute.

The position above is the Zilbermints Gambit vs Scandinavian . b4 attempting to go a4 , c4 maybe Nc3 and then possibly f3 in some positions even a3 and Bb2 later

This is a game I once played in the Zilbermints Gambit :

Black ended up resigning as there's no way to guard checkmates on g7 and g8 as well as the knight on f6 . It was a zugzwang ! Also , clearly the rook on g1 was more powerful than any of blacks knight and bishops can be especially after the pawn storming tornado caused desruption to the entire city of Blacksville .

How does 2. b4 prepare an a pawn push?

Why not just go a4 right away then?

To gain more central space to control the center

adit   b4  and a4 do nothing to gain more central space. Black has many ways to refute that gambit.
